This checklist guides an employer’s response to an unfair labor practice (ULP) charge. While the National Labor Relations Board (NLRB or Board) regulations allow anyone to file a ULP charge against an employer, in most cases it is a union that files these charges. Accordingly, while this checklist discusses charges filed by unions, it also applies to charges filed by employees and other individuals.
