State Mini-COBRA Laws State Law Survey


Summary

This survey addresses state laws that impose healthcare continuation requirements analogous to the requirements of the federal Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA). State continuation coverage is often referred to as mini-COBRA because it is similar to federal COBRA, albeit often having differences with respect to timing, eligibility, duration, and other features. State "mini-COBRA" laws typically apply to employers who are not subject to federal COBRA, such as group plans of small employers (those with fewer than 20 employees). They may or may not apply to church employer plans and certain governmental plans.
