Summary

The Children's Online Privacy Protection Act and Rule (COPPA) (15 U.S.C. §§ 6501-6506) is a federal law that places parents and legal guardians in control of the collection, use, and disclosure of their children's personal information (PI). The Federal Trade Commission (FTC), which issues regulations for the implementation of the law (see 16 C.F.R. 312.1, et seq.), and to a lesser degree, other federal and state agencies, enforce COPPA compliance. Violating COPPA can lead to significant financial and administrative liability.
