HOLDINGS: [1]-With respect to a challenge to contraceptive and certain preventive care mandates under the Patient Protection and Affordable Care Act (ACA), the mandates violated RFRA because they substantially burdened the religious exercise of certain plaintiffs who objected on religious grounds to purchasing or providing coverage of such drugs, including those for prevention of HIV; [2]-Because the court previously held in favor of plaintiffs on their Appointments Clause claim, plaintiffs were entitled to vacatur, not-severance, as the appropriate remedy for curing plaintiffs' constitutional injuries as any agency actions taken to implement and enforce the preventive care mandates were necessarily not in accordance with law and therefore could be set aside.
