HOLDINGS: [1]-In a FOIA case where plaintiff, a citizen of Saudi Arabia and a convicted felon, sought all FBI records mentioning him, defendant government met its burden of showing that Exemption 1 applied to information withheld under that exemption because the FBI showed by declaration that each of the requirements of Exec. Order No. 13526, § 1.1(a) had been met by describing how disclosure of the information could reasonably be expected to result in damage to the national security; [2]-Documents were also properly withheld under Exemption 3 because the material at issue fell within the scope of the National Security Act; [3]-FBI's decision to withhold names of FBI agents and support staff was amply supported; [4]-However, the government did not provide adequate information for the court to be able to find that Exemption 7(D) applied with respect to alleged confidential sources.
